Decree by President of Ukraine Leonid Kuchma "On declaring a day of national mourning and solidarity with the American people"
Kyiv, September 13, 2001
Proceeding from human principles, and aware that the vile and cynical acts of terrorism carried out against the United States of America are a blow against democracy and the values of freedom, created a threat to the civillization of the whole world, and sharing in full the position of the European Union on this issue, I hereby resolve:
To declare the day of September 13, 2001 as a day of national mourning and solidarity with the American people from 1:00 p.m.
To support the decision by the European Union, by declaring that all work should stop at that time and a three - minute silence be held.
To lower the state flag throughout the whole territory of Ukraine on the day of mourning, to restrict entertainment and to make the necessary changes in radio and television programs.
