    Commemoration of the Chornobyl Nuclear Tragedy

    We have gathered here today to commemorate the world's worst nuclear accident at Chornobyl on April 26, 1986. We wish to express our solidarity with the peoples of Ukraine, Byelorussia and the other Republics of the Soviet Union who have grave concerns as to the Soviet nuclear energy program, in general, and the handling of the Chornobyl tragedy, in particular.

    In this era of glasnost and democratization, we wish to encourage the Soviet Union to take positive actions in this area.

    A. We demand that the Soviet government officially release and make public:

    1. The names and biographies of the casualties of the explosion and its aftermath.

    2. The debriefing interviews of all the reactor personnel who were on site at the time of the accident.

    3. The full transcripts of the closed trial in July, 1987 of the six plant personnel (Bryukhanov, Fomin, Dyatlov, Kovalenko, Rogozhkin, Laushkin) who were accused and convicted of responsibility for the accident.

    B. We demand that the Soviet government:

    1. Provide further specific details on the fuelling sequence of reactor unit #4 prior to April 26, 1986 and background information on the particular "turbine rundown" experiment being carried out at the time of the accident.

    2. Ask its scientists and Western scientists to utilize more realistic non-homogeneous burnup distributions of the fuel in the core to calculate the coolant flow and neutronics preceding and during the explosion.

    3. Ask its scientists and Western scientists to make detailed computer simulations of the actual dynamics of the physical explosion.

    C. We demand that the Soviet government encourage:

    1. An analysis of all aspects of the Chornobyl accident and the Soviet nuclear energy program by the various non-governmental groups within the Soviet Union who are concerned with these issues.

    2. The establishment of an international "Chornobyl Forum" as suggested by Oles Honchar of the Ukrainian Writer's Union.
